Director

Dr. Tomislav Dokman began his professional career in 2006 in the Armed Forces of the Republic of Croatia as a member of the Croatian Army units. In early 2010, he joined the Security and Intelligence Agency (SOA), where he performed operational and analytical duties until August 2023.

In August 2023, by decision of the Government of the Republic of Croatia and upon the proposal of the Director of SOA, he was appointed Acting Director of the Centre of Excellence for OSINT. On 4 January 2024, he was appointed Director of the Centre of Excellence for OSINT.

He earned his PhD in 2021 at the Department of Information and Communication Sciences, Faculty of Humanities and Social Sciences, University of Zagreb, defending his doctoral dissertation entitled “An Analytical Framework for the Application of Open-Source Intelligence in Counterterrorism.” In 2022, he published the book Open-Source Intelligence and Counterterrorism, and in May 2026 he was appointed to the title of Assistant Professor in the interdisciplinary scientific field of Security and Defence Sciences.

He has participated as a speaker at numerous national and international scientific and professional conferences and is the author of several scholarly and professional publications in the field of intelligence studies.

He serves as a visiting lecturer at the University of Defence and Security “Dr. Franjo Tuđman”, where he contributes to the graduate study programme Military Leadership and Management through the course Intelligence Analysis. He is also a visiting lecturer at the Faculty of Humanities and Social Sciences, University of Zagreb, within the course Sociology of Business Decision-Making.
